Scope
· The scope of duties for the ASP .NET Developer include, but is not limited to, the following:
· Consultant Resource will perform the professional software engineering/developer functions in the following environment: ASP.NET as well as ASP.NET MVC web frameworks, C#, Javascript, AJAX, HTML, and CSS, Microsoft SharePoint, BizTalk, SSAS, SSIS, SSRS, MDM, and Oracle and support the following projects:
· Building of Data Marts for Claims and Policy Domain
· Data Migration/conversion
· Building of Applications to support back office operations which include data acquisition, data cleansing, data consolidation and data dissemination
· Documentation of existing systems
· State Fund, at their discretion, can utilize Consultant resource in any capacity to meet the needs of State Fund. Consultant resources may be assigned by State Fund to lead teams, work independently, work on teams lead by State Fund, Consultant resources or, teams lead by other consulting firms.
Tasks
The tasks for the ASP .NET Developer include, but are not limited to, the following:
· Provide Development support for the Data Mart and back office Projects
· Lead other software engineers to design and implement well-integrated products
· Define and evolve the architecture for the system.
· Expert in all technical aspects of the product
· Evaluate and recommend appropriate technologies based on product needs and industry trends
· Develop creative solutions and write technical design & architecture documents
· Provide work estimates for proposed projects
· Cross-train developers on product features that are implemented
· Constantly look for better processes for projecting and improving project profitability
· Perform hands-on software design and development in .NET
· Develop and execute unit tests for product components
· Establish architectural standards and best practices
· Encourage innovation of process and creative development methodologies
· Work closely with management to determine feasibility of product features
· Establish standards and Perform peer code reviews and provide feedback
· Promote high quality, scalability, and timely completion of projects
Monthly or Quarterly Status Report
At the request of State Fund IT management, Consultant will provide a Status Reports advising the State Fund Management of the progress and status of Consultant activities worked on during the specified period. The report shall be provided by the Consultant in a timely manner.
Content
The Monthly Status report will include, but limited to the following information to identify significant accomplishments, milestones, identified risks or problems, and resolutions completed or in progress:
· Activities performed during the current reporting period
· Activities planned for the next reporting period
· Project change control summary
· Problems, concerns, recommendations, resolutions
· Other items of importance
Mentoring & Skill Enhancement
· Mentoring and Skills Enhancement of State Fund employees by Consultant resources are considered an integral part of this engagement. The Consultant will work in a collaborative fashion with State Fund IT management to create and provide a specific training to designated State Fund employees in those areas of State Fund’s systems in which the consultant has knowledge and expertise. Consultant will make every effort to provide skills enhancement at a satisfactory rate and report any issues that may impede the progress of training and mentoring.
· The Consultant resources shall provide input to IT management to develop a training and mentoring plan to include specific skill sets, tasks, and training methodologies. The Consultant Resources will be responsible to execute the training and mentoring plan(s) with designated State Fund employees and shall provide input to refine and further develop training and mentoring plans as training progresses.
· At State Fund’s request, the “Mentoring & Skill Enhancement Tracker” will be completed by Consultant and provided to State Fund management on a monthly basis to document and record completed training and mentoring. The Consultant shall meet and discuss progress of training to the State Fund manager on a monthly basis.
· State Fund IT management will be responsible to document a training plan on the “Mentoring & Skill Enhancement Planner” and to monitor progress of training and mentoring with the State Fund employee(s).
